EDWIN DIAZ​
​
Edwin Diaz has extensive CADD experience working on bridge, rail, and roadway. Edwin has drafted plans preparations under Microstation and AutoCad for New Jersey Department of Transportation, New Jersey Turnpike Authority, among other entities including Metropolitan Transportation Authority and New York City Transit.

KC LIM, PE ​
KC Lim, with 34 years of highway engineering consulting experience, has extensive design and plans production skills. He has a broad range of expertise in the technical, managerial, marketing, and administrative aspects of the engineering profession. KC has designed and managed roadway facilities ranging from collectors to interstate highways and urban freeways. He has been the engineer of record on numerous transportation construction plans.
NAVNIT NAKRANI, PE​
​
Navnit has over three decades of experience in managing a wide variety of projects involving road, railroad and highway bridge inspections, design, and load rating for clients throughout the New England states especially Connecticut and beyond. These projects have consisted of bridge, railroad, highway, civil, and structures inspection and design for state agencies and railroads including more than 30 highway, railroad, and bike path bridges; two railroad stations including platform and platform canopies; Connecticut Science Center – Special Inspection and over 300 bridge load ratings. Navnit has personally managed and performed inspections on over 3,000 bridges.
ROBERT WOODS, PE​
​
Robert, with 35 years of experience, has a strong background in all aspects of highway design, including roadway, signing and marking, and Traffic Control Plans. He is accomplished in Highway Design, including Design Build, and has experience in PD&E, CEI, and Land Development.
SUSAN ELBAUM​
​
Susan bring overs 25 years of experience to the BES Connecticut Team in management, accounting and construction-related administration roles. She is distinguished by her extensive familiarity with the management of Field offices for major rehabilitation contracts for major agencies such as the CTDOT and NYSDOT. She is adept at working with a variety of software from Bluebeam Revu to Project Wise and is very well versed in preparing and tracking submittals such as PR's, RFI's, SI's, NCN's, DI's and working and shop drawings.
MANSOOR TAJ MOHAMMED
​
Mansoor is a highly motivated Civil/Structural Engineer with extensive experience on large-scale infrastructure rehabilitation contracts on the West Coast including public works, buildings, transportation, site development and environmental projects. He joins the BES Connecticut Team on its newest contract for the rehabilitation, resurfacing and safety improvements to the major highway, Interstate-95.

Yimin Yang has a strong background in traffic data analysis with proficiency in GIS and Synchro. He has research experience on intersection signal timing design and optimization and intersection crash data analysis.

NATHAN KAUTZ, PE​
​
Nathan has a strong background in Safety, Traffic Operations, Minor Design and Construction. He has served as Project Manager on over 100 transportation projects throughout FDOT District One. These projects involved the anything from minor striping modification, multi-million dollar widening projects, minor bridge construction, transportation network analysis and planning studies and all common traffic engineering and safety studies. He is skilled in building successful teams as well as developing and executing effective strategic plans.
GLENN DAVIS​
​
Glenn has over 11 years of experience in the transportation data collection field. Over the course of his career, he has managed large-scale data collection efforts for FDOT, as well as multiple MPOs, counties, and cities. These have included annual data collection programs that occur over the course of several months, and single projects that require quick response and turnaround. Mr. Davis has proven experience with most technologies used in the field and proven success putting these to use for his clients.
JOHN FLORA, RA, AICP
​
John Flora is a conscientious professional with diverse transportation planning experience in both the private and public sectors. Over the past fourteen years, he has excelled in PD&E and has become very proficient in working with FDOT and NEPA standards. He has over 30 years of transportation and urban planning experience, ranging from department management to project management and roadway concept development. As department head, his experience includes the oversight of project management staff, facilitating the coordination of project teams, preparing all project billings in the department, and preparing marketing proposals and making marketing presentations for the department. In addition to managing the PD&E staff, he contributed to projects in providing quality control and quality assurance. He also specializes in concept development/design, Multi-use Trail Development, Section 4(f), land use planning, ETDM, and all NEPA processing.

MATERIALS LABORATORY TESTING COMING SOON!

Our laboratory will be located in the Central Florida office and will be accredited by the Construction Materials Engineering Council (CMEC) and approved by FDOT. Laboratory equipment and BES staff will follow ASTM and AASHTO standards for reporting and testing. Our division will have the capability to test soil, concrete, asphalt, and aggregates.

MONAEM BOUAZIZI, PE
​
Monaem, BES's Senior Project Engineer, joined BES in September 2020. Monaem’s prior practice includes marketing, pursuing projects, writing proposals, and leading and growing CEI Teams in his previous work positions. He worked with FDOT District Five for over 10 years, coming up through the ranks as DOT Inspector, Senior Inspector, Lead Inspector, then went to the admin side CSS, then to PA and PM during which time he developed the work program for one of its Operations Centers. He has led the FDOT Construction and Maintenance groups, managed FDOT roadway and bridge projects, and supervised and managed Government and Consultant staff. His project experience includes road widening, bridge construction and rehabilitation, Intelligent Transportation Systems (ITS), asphalt and concrete pavement, landscaping, drilled shafts and pile driving, cantilever and full truss installation, dynamic message signs (DMS), drainage improvement, trail and recreational parks, and utility projects. He worked on a variety of projects including lump sum (LS), plan quantity (PQ), pay item (PI), design-build (DB), LAP Projects (LP), and Joint Participation Agreement (JPA).
TROY WHITFIELD, PE
​
Troy joined BES in August 2020. Troy has a strong background in Asphalt Production and Paving as his group was responsible for acceptance of all Roadway and Sidewalk projects in both Districts One and Seven while at the FDOT. He was District Bituminous Supervisor at FDOT from April 2013 to February 2019.
He served as a Project Administrator during the Construction Phase of the Department's PE Training program on the Harden Road / Sikes Blvd project in 2008 in conjunction with Kirby Radford.

Troy is experienced in Asphalt Roadway Paving Issue Prevention and Resolution, Asphalt Plant Production, Scheduling of IA/IV/VT Staff and Review of Asphalt Mix Designs, and Review of Roadway Plans for Asphalt Paving Phase I to Final Plans.

ZUHAIR ALMAGHRABI
​
Zuhair joined BES in May 2020. She has three years of experience in transportation and traffic engineering, transportation planning, GIS, transportation safety, statistics, PD&E Studies, and Travel Demand Modeling.
She worked in FDOT District Five as a Roadway Designer and has prior experience as a Transportation Engineer.
She is bilingual (Arabic and English) and is proficient in MicroStation, OpenRoads Designer, ITE Trip Generation, ArcGIS, SYNCHRO, and CITILABS's CUBE.
